I just finished doing about thirty students' evaluation. In the hagwon where I work, evaluations normally take the place of report cards.
Evaluations are usually done at the end of the month. Two teachers fill up the evaluation forms but the grades are left to the foreign teacher. At the bottom, you can put that this student needs to read more or improve his handwriting, etc.
The Korean teacher also puts his comments. And since I can't understand hangul, I do not know what the other teacher put.
The evaluation form goes directly to the mother of the student. But, just last week, a student of mine found an old evaluation of a boy belonging to another class. So, I don't know if the parents usually receive the evaluation forms.
In a regular school. report cards are normally picked up by the mothers or guardians. So, the parents know the class standing of his or her child. If a child receives a failing mark, the teacher discusses with the mother what the child needs to do in order to improve.
It is better this way. But for foreign teachers like me, there is no way we can communicate with parents. Unless, the parents can speak and understand english, only the Korean teachers will be able to commuicate with the parents.
